If a person is inactive and their player has earned performance points, is the GM allowed to distribute those points where he sees fit?

Wouldnt that be the same as spending an inactive players money during the offseason...which is not allowed?

Not really, because it's his money... Either way, that's the way we've always done it. The thing about inactive players though is that they will be off your team and out of the league when their contract expires because they won't be here to extend it or sign as a FA.
