i think that it should stay the same until we know that we can fill two more rosters and should not be talked about until then

I also think we should stop worrying about who will get any new franchises until we've established who actually wants one. If the guys from season 1 all decide to pass, then obviously guys from season 2 would be permitted to have whatever franchises are awarded.

there were more but they were deleted, I'm sure come the end of the season there will be people who have been here longer that will want an expansion team.
