You can't just ignore the quality of the QBs Smith faced. Here's how he padded those stats depending on which QB he faced:
1: Lucas - 2 INT, 2 PD
2: Flutie - 0 PD
3: Conway - 1 INT, 1 PD
4: Lucas - o PD
5: DeBomb - 0 PD
6: Manning - 0 PD
7: DeBomb - 2 PD
8: Conway - 3 PD
9: Flutie - no stats of any kind
10: Lucas - 2 INT, 3 PD
11: Conway - 1 INT, 4 PD
12: bye
13: Lucas - 2 INT, 5 PD
Lucas/Conway - 7 games, 8 INT, 18 PD
Rest of league - 5 games, 0 INT, 2 PD

There was one, but it came out before East DB stats had been updated. You can't make an informed decision when half your candidates are credited with two fewer games. I pointed that out, and an admin deleted the poll. I'm just wondering why it hasn't been re-created with the new stats.
