The posted expenses add up to 64.5M, not 64M. Therefore, with the O'Hara expense, you're 2.5M over budget.

Currently, Miller is owed 100k for 5 TDs. Also, you have no room for other incentives too.

Incentives aren't charged until the end of the regular season, once final stats and any award-based incentives are know. But yeah, there's no room for them here. O'Hara has some incentives in his contract as well.
There was an additional 1.5M awarded to all teams other than the Sharks to correct a season 2 discrepancy. Check the commish office for details. That can go into your budget and get you a little relief.
