There is no explanation. If you use kickers that cost 4.5M, you need to budget 4.5M. End of discussion.

There are way too many mistakes made in this league. This suggests disincentives (penalties, fines, etc) are not strong enough.

I don't know Silver Fox. Since I've joined this league, I've seen 6 others come and go. Too many disincentives might make this one go too. Hard to tell.
