I can tell you why, because it was the same for me. He used Steve Young in season 2 training camp. At the time, Steve Young was all there was for quarterbacks. The option for +2 to speed or agility wasn't there. If you used Young, you got agility. The real reason to use Young was for AWR, THP, and THA.
