Mott changed this from the season 3 budget into the season 4 budget. the season 3 budget should look like this not including the incentives.

You need to add in the incentives, then, and finalize season 3, before you can get started on season 4. You've given yourself a 65M budget for season 4, but you only have 60M plus whatever carry-over you have from the previous season. The extra 5M for an expansion team was a one-time deal.
