I say no, not everybody has access to making a playbook. It would give certain teams advantages over others.

You would only be able to use it for PC sims if it were allowed anyway. Not everyone sims on PC, and there would be no way for you to get them your playbook.

Doesn't seem like a good idea though. If we use what the game gives us, then the only thing left to determine who wins and loses is the players. That's how it should be. Custom playbooks might take away from that.

The only custom playbook you could do would be defensive. You can't do an offensive one, because there's too many unfair plays.

Otherwise, I know about 10 plays that the Wolves could run, and they'd never lose again.
And those would be the only 10 plays in the whole playbook.
