Basically. The rosters will be filled out with non-affilliated rookies as well. And if there's an issue where, for example, the East designates 4 LBs and the West only has one, we'll assign an East LB to the West team.

they can be here even though they didnt do the activity check as long as their contract is 500k and not starting in major.
