For season two, there will be no point switching during the season, whatever your attributes are at the beginning of game one is how they will stay. The only thing that will change them is if you add points that you acquired the following ways: performance, equipment purchases, trivia, any jobs you may hold (statkeeping), or anything else that is given the OK by the commissioner. You won't be able to just take off some points here and add them there. It makes it confusing for the simmers.

Can you change them any time before the first game that the player is in is simmed?

You can still update. You can add stats and stuff during the year, you just can't like, change position and change around all of your stats.
